Request / Incident Summary Request Type: Public Records Request Contact E-Mail: Sinsor13@gmail.com Reference No: P009927-082526 Status: New Request Additional Information Department Requesting Record From: Sheriff Please be as specific as possible. If unknown, please choose "Other/Unknown" Describe the Record(s) Requested: California Public Records Act Request Subject: CPRA Request – EDSO Overtime, Compensatory Time, Flex Time, and Additional Hours, January 2022 through August 15, 2026 To Whom It May Concern, Pursuant to the California Public Records Act, I request existing records and electronic data concerning overtime, compensatory time, flex time, schedule adjustments, and other additional-hours compensation for sworn and nonsworn El Dorado County Sheriff's Office personnel. For employee-level payroll, timekeeping, and scheduling records, the requested period is January 1, 2022 through August 15, 2026. For fiscal-year budget and expenditure records, please provide FY 2021-22 through FY 2026-27 year to date through August 15, 2026. This request reasonably describes identifiable existing records pursuant to Government Code section 7922.530. This request was prompted in part by a recent Facebook post by El Dorado County Government Watch asserting that EDSO exceeded its overtime budget in three consecutive fiscal years: FY 2023-24: approximately $3.21 million budgeted and $4.30 million spent. FY 2024-25: approximately $3.36 million budgeted and $4.73 million spent. FY 2025-26: approximately $3.46 million budgeted and $5.13 million spent. I am providing this context only to explain the basis for the request. I am not asking EDSO or the County to confirm, adopt, or respond to the Facebook post. I am requesting the County's own records so the reported figures and the overall additional-hours compensation picture can be independently evaluated. For purposes of this request, additional-hours compensation includes cash overtime as well as additional work credited or addressed through compensatory time, flex time, schedule adjustments, straight-time additional hours, premium pay associated with additional hours, callbacks, holdovers, or comparable mechanisms. It also includes hours paid, charged, or reimbursed through grants, outside agencies, private entities, special events, contracts, or other funding sources. I am requesting existing records and electronic data. I am not asking EDSO or the County to create new records, calculate new totals, estimate hours, or prepare a new analysis. 1. Overtime Budget and Actual Expenditures For FY 2021-22 through FY 2026-27 year to date, please provide records sufficient to identify: a. The adopted overtime budget. b. Any revised, amended, adjusted, or year-end overtime budget. c. Actual overtime expenditures. d. Budget transfers, appropriations, journal entries, year-end accruals or reversals, or other adjustments affecting overtime expenditures or funding. e. The accounts, funds, cost centers, programs, projects, grants, or other financial categories under which EDSO overtime expenditures were recorded. Please include overtime expenditures even if they were charged outside the primary Sheriff's Office overtime account or were subsequently transferred, reclassified, or reimbursed. For FY 2021-22 and FY 2026-27, the complete fiscal-year budget information may be provided even though the employee-level data period covers only part of those fiscal years. If these financial records are maintained by another County department, please identify the department that maintains them. 2. Underlying Employee-Level Overtime and Additional-Hours Data Please provide the existing payroll or timekeeping transaction data, system-generated report, or equivalent electronic export sufficient to identify, for each responsive additional-hours entry: a. Work date and applicable pay period. b. An existing employee identifier sufficient to distinguish transactions involving one employee from another, without disclosure of sensitive personal identifying information. c. Employee classification or rank. d. Division, unit, section, or assignment, where maintained. e. Regular or total hours recorded for the applicable pay or work period, where that information is included in the same responsive data, report, or export. f. Overtime or other additional hours recorded. g. Applicable pay, earning, timekeeping, scheduling, or activity code. h. Number of hours associated with the entry. i. Whether the hours resulted in cash overtime, compensatory time, another time credit, flex or schedule adjustment, straight-time payment, premium payment associated with the additional hours, or another recorded disposition. j. Gross dollar amount paid, where applicable. k. Applicable rate, such as straight time, time and one half, double time, or another rate. l. Reason, purpose, assignment, event, detail, court appearance, callback, holdover, training, staffing coverage, conference, or other activity associated with the hours, where maintained. m. Fund, grant, project, program, cost center, reimbursement source, or other financial designation associated with the entry. I am not requesting home addresses, Social Security numbers, banking information, medical information, or similar private personal information. If employee names or an existing employee identifier are withheld, I am willing to accept a consistent anonymous identifier if the County elects to provide one, so that transactions involving the same employee can be analyzed across the requested period. I am not requesting that the County create such an identifier if doing so would require creation of a new record. 3. Compensatory Time and Flex or Schedule Adjustments Please provide existing transaction-level or pay-period-level records reflecting: Compensatory time a. CTO or comp time earned or accrued. b. Number of additional hours worked and number of CTO hours credited. c. Applicable accrual or conversion rate. d. CTO used. e. CTO paid out or cashed out. f. Beginning and ending CTO balances, where maintained. g. Adjustments, corrections, transfers, or other changes to CTO balances. Flex time and schedule adjustments h. Additional hours worked that were offset through flex time, reduced hours, a schedule adjustment, or a comparable mechanism rather than cash overtime or CTO. i. Date and number of additional hours worked and, where recorded, the date and number of hours later offset. j. Applicable flex, scheduling, payroll, or activity code. k. Reason or activity associated with the additional work, where maintained. l. Existing approval records associated with the flex or schedule adjustment, where maintained. If flex time or schedule adjustments are not separately identified by a specific code, please provide the existing scheduling or timekeeping data that records the applicable transaction or adjustment. I am not asking the County to reconstruct flex arrangements or schedule adjustments that were never recorded. 4. Other Funding Sources, Reimbursements, and Special Events Please include responsive overtime and additional-hours transactions regardless of the fund, account, grant, project, cost center, reimbursement source, or other financial designation through which the expense was paid or recorded. This includes, where applicable: Federal or state grants. State reimbursement programs. Task forces. Mutual aid. Contract law enforcement services. Special events or special details. Conferences or organizational events. Outside agency reimbursement. Private entity reimbursement. Other County funds, departments, programs, projects, or cost centers. Please include responsive hours and expenditures that were subsequently transferred, reclassified, or reimbursed rather than excluding them because another funding source ultimately bore the cost. For clarity, responsive records include additional hours associated with special events, conferences, or organizational events, including but not limited to the June 2026 CSSA/Corporate 100 Tahoe event, regardless of whether those additional hours were recorded as cash overtime, compensatory time, flex time, schedule adjustment, travel time, special detail, reimbursed time, or another designation. For the CSSA/Corporate 100 Tahoe event, this also includes regular duty hours where existing records reflect that those hours were associated with a flex-time arrangement, schedule adjustment, or other offset affecting the employee's work schedule or additional-hours compensation. 5. Work Periods, Codes, and Governing Policies Please provide records necessary to interpret the responsive data, including: a. Any FLSA section 207(k) work period applicable to EDSO sworn personnel during the requested period, including the length of the work period, recurring beginning and ending points, applicable overtime threshold, and any changes during the requested period. b. Existing policies, memoranda of understanding, labor agreements, or other governing provisions applicable during any portion of the requested period concerning overtime, compensatory time, CTO accrual limits or payouts, callbacks, holdovers, court pay, flex time, schedule adjustments, and alternative work schedules. Please include superseded versions where they governed during part of the requested period. c. Code lists, legends, data dictionaries, reference sheets, or equivalent records explaining the payroll, earning, timekeeping, scheduling, activity, funding, and accounting codes appearing in the responsive data. d. Records identifying former and replacement codes where relevant codes changed during the requested period. 6. Existing Overtime Reports and Financial Reconciliation Records Please provide existing monthly, quarterly, annual, budget, command staff, administrative, or management reports concerning EDSO overtime during the requested period, including reports showing: a. Overtime hours or expenditures. b. Overtime by division, unit, assignment, or employee classification. c. Budgeted versus actual overtime expenditures. d. Reasons or categories of overtime. e. Overtime trends or projected budget overruns. f. Significant staffing issues, events, assignments, or programs identified as drivers of overtime. g. Compensatory time balances or liabilities, where included in existing reports. Please also provide existing reports, spreadsheets, general ledger records, or reconciliations used to reconcile payroll overtime expenditures with amounts reported in County budget or financial records, including transfers or reclassification of overtime expenses between accounts, funds, grants, programs, projects, or cost centers. 7. Electronic Format and Underlying Data Where responsive information is maintained electronically, please provide it electronically pursuant to Government Code section 7922.570. For payroll, timekeeping, compensatory time, scheduling, and financial transaction data, please provide an available structured electronic format such as Excel, CSV, database export, system-generated report, or equivalent format that preserves the existing rows, columns, fields, codes, dates, hours, and dollar amounts. Please do not substitute aggregate totals for responsive underlying transaction data. Existing summaries may be provided in addition to the underlying data. I am not requesting the underlying software itself, custom software development, or creation of a new database. 8. Redactions, Assistance, and Costs If responsive records contain exempt information, please redact only the exempt portions and provide all reasonably segregable nonexempt information pursuant to Government Code section 7922.525. If employee names are withheld, please preserve any nonexempt existing identifier, classification or rank, unit or assignment, dates, hours, codes, dollar amounts, funding source, and other nonexempt information necessary to understand the transaction. If any responsive record or portion of a record is withheld, please identify the statutory basis asserted for withholding it. If the requested information is maintained differently than described above, please identify the records or data fields that most closely contain the requested information and provide the assistance contemplated by Government Code section 7922.600. If clarification or modification of a particular category would allow responsive records to be located or produced more effectively, please contact me before denying that portion of the request. If EDSO or the County contends that any portion of this request will require chargeable data compilation, extraction, programming, or computer services under Government Code section 7922.575, please identify the affected portion of the request, describe the work believed necessary, and provide a written estimate of the proposed cost before undertaking that work. If the same responsive information can be produced through an existing or routinely available report, export, search function, or other electronic format without chargeable programming or custom data extraction, please use that method instead. Please do not undertake chargeable work without first providing the information above and obtaining my approval to proceed. Response Information Please provide correspondence and responsive records electronically.
